Cyber Safety and Security Operational Centre (C-SOC)

Leading the design, development, qualification and operational readiness of the Cyber Safety and Security Operational Centre (C-SOC) for the European Space Agency (ESA) in Germany.

Background

With space infrastructure becoming increasingly critical for the European economy and society, ESA has created a new centre for cyber security, the C-SOC, to provide cyber-monitoring and management for the entire agency, including its assets and corporate and space system infrastructure. The development of C-SOC is being handled by a large consortium led by Leonardo.

Our Approach

As a subsidiary of Leonardo, Telespazio Germany is currently leading the German contribution, development and implementation activities related to the European Space Operations Centre (ESOC) in Darmstadt, Germany. We coordinate with all of the project partners, ESA’s European Space Security and Education Centre (ESEC) in Redu, Belgium, and the European Centre of Earth Observation (ESRIN) in Italy.

Telespazio Germany is involved in all phases of the project, from user requirements consolidation up to final service validation and acceptance. We are responsible for the development of specific services for Mission Operations Infrastructure (MOI) monitoring, trade-off analysis for critical design decisions, RAMS Analysis, development/provision of Asset management and Service Management tools, and procedures validation. We support the concept for operations (CONOPS) for ESOC and we organise the on-boarding of ESOC tenants. We are responsible for the C-SOC deployment integration, test and validation for ESOC tenants and the interfacing to the ESOC Network Operations Centre (NOC). Finally, we support service validation at ESOC (early operations).
 

Our Solutions

The project successfully passed Critical Design Review in February 2023. The development and deployment is following with a Service Readiness Review planned for mid-2024.

Relying on 40 years of experience in the design and development of space missions and support to ESOC in Darmstadt, Telespazio Germany is instrumental to the requirement elicitation and the on-boarding of the space mission tenants. Our direct collaboration with Leonardo strengthen significantly our offering.

We are delivering a fully distributed system deployed on all ESA sites together with the definition of operational concept and all required processes, as well as initial operations of the system prior to Service Readiness Review. The collaboration with partners recognized as key experts in the field is in this perspective essential.

The existing cybersecurity in place in ESA is to date partial, fragmented and operated independently in each centre. The new system provides a holistic approach to cybersecurity for ESA and space missions in general, building upon the existing capabilities already deployed in the various ESA centres.

When in place, the system will support the integration of cybersecurity in ESA at a deeper level than what exist today, leading to a global evolution of the ESA operations. The C-SOC is a major element of the cybersecurity roadmap of ESA that facilitates the integration of cybersecurity features and practices in the organisation.

ESA expects to extend the use of the C-SOC to potentially all space mission operators in Europe. The experience developed in the project will allow Telespazio to enhance their portfolio in the ICT/Cybersecurity domain and develop activities based on similar techniques for our customers.
